Prior to any Profile download, the Operator or the SM-DP+ ensures that the selected Profile Type is compatible with the target Device.

Two types of checks can be performed:

• Static Eligibility Check (SEC):

  This check evaluates the static capabilities of the Device and/or the eUICC. These capabilities can be determined using the EID and TAC. The eUICC capabilities MAY be obtained through various methods, such as:

  • Information embedded in the EID itself.
  • Local tables maintained by the Operator.
  • Communication with external entities, such as the EUM. Device capabilities may also be identified by the Operator using the TAC. The Static Eligibility Check is the responsibility of the Operator; however, the SM-DP+ MAY perform this check on behalf of the Operator. The method used to determine compatibility between a Profile Type, Device type, and eUICC type is beyond the scope of this specification.

• Dynamic Eligibility Check (DEC):

  This check relies on the eUICC Info and/or Device capabilities signed by the eUICC during the Profile Download and Installation procedure. The Dynamic Eligibility Check is carried out by the SM-DP+ on behalf of the Operator.

Eligibility Check
